OneScope, a not-for-profit incorporated society, is a nationwide collective of on‑hire labour agencies, industry suppliers and training institutions, who have collaborated to achieve better social outcomes, health and safety and productivity for the construction industry in Aotearoa New Zealand.
In today’s busy construction climate, the need for on‑hire labour from reliable agencies is increasing, with a large proportion of the workforce on large infrastructure and commercial projects employed by agencies or labour-only contracting firms, guaranteeing flexibility and the ability for main and sub-contractors to scale up their teams quickly as build schedules demand.
With construction trade skill shortages across the country on the rise, the construction sector is becoming more and more reliant on the on‑hire labour supply sector to support the delivery of project objectives.
Traditionally, on‑hire labour agencies and their clients work in a reactive environment, with clients requesting labour when they need it and agencies supplying the workers they have available at that time.
This unplanned approach to recruiting creates delays in workers being available to start, a lack of qualified or experienced workers to select from, and less workers who are adequately health and safety trained and/or certified.
OneScope is not traditional. In fact, it’s the first of its kind: a collective group of nationwide on‑hire agencies who understand the construction industry with a recruitment and service plan specific to project needs, schedules and timeframes, delivering both commercial and social outcomes through a collaborative labour supply model.

What is OneScope?
OneScope is an independently run, collective group of forward thinking on-hire labour agencies motivated to continually raise the bar for the
construction industry in Aotearoa.
Our group is one of inclusion and all agencies in our market are welcome to join. Our members must satisfy and maintain our operating criteria, including the following requirements:
Operate a sustainable and ethical business model
Proactively deliver social outcomes where possible and applicable
Abide by all MBIE regulations and employment law requirements
Hold a professional and implemented health and safety policy (and suitable site event documentation)
Hold an up-to-date INZ Labour Hire Accreditation and Working Visa Schedule (if employing migrants)
Be willing to meet any project specific requirements, such as facilitating health and safety certifications for staff prior to arrival, adopting new PPE or technology where required, and providing staff with specialised tooling for technical jobs
We are motivated to empower our industry, including non-members, to raise the bar and deliver more on every project.”
